What amazes me is it can't really be just a technical problem. Such environments have mission critical systems that offer very high availability that takes care of all disaster events except major ones, such as earthquake, nuclear strike and such like. I know as I worked in such environments. Before ASX too over Austraclear, it acted as a clearing house for all Australian financial transactions, and I worked on their systems to make them fault tolerant. They conducted regular tests to prove it. If one system failed in the city, the backup system outside the city would take over in minutes. The only thing I can think of it’s either deliberate or someone has failed to maintain the systems to the required service levels. In either case, they should be fined heavily and people responsible taken to court, then jail.
