There's a couple of innovative car companies in the US that the government should be backing instead (e.g. Tesla Motors, Project Better Place). It would be a great achievement if the US could emerge from this without a dependence on oil. Imagine no more middle-east wars, trade deficit slashed, clean air in the cities, dare I mention global warming. There could be some very positive outcomes and a much better way to spend $15 billion imo.
