Speed limits are pointless. Foolish drivers cause accidents, sometimes by going too fast for the conditions. They will do this irregardless of any limits imposed.
Good drivers travel at a safe speed for the road they are on. Sometimes that might be well above or below the limit.
It is far more important that drivers be taught to be responsible and to drive safely at a speed appropriate for the conditions than it is to enforce strict limits.
