Where do you get the $100m debt from? Is this the amount the govt will raise through bonds to lend to the states to substitute for those those funds they ususly borrow for capital works borrowings but are not able to do so at the moment due to the GFC.
Or are you saying that the C/W will borrow all of its own infrastructure funds rather than running lower buggets over the out years of those projects. Do they need to spend all of that $100M in the one year.
