So it's taken FERC and the FWS (fisheries & Wildlife Service) since 19/11/15 to conclude the one remaining issue related to a fourth federally listed specie!!!
Final paragraph lodged 1/3/16 and published overnight by FERC ...
"We have determined (see section 4.7.1 of the final EIS) that the projects would have no effect on three federally listed species (piping plover, red-cockaded woodpecker, and red knot) and are not likely to destroy or adversely modify designated critical habitat for the piping plover. The one remaining federally listed endangered species, the West Indian manatee occurs along the Gulf Coast of Cameron Parish, Louisiana. Therefore, potentially suitable habitat for this species is limited to the portion of the LNG vessel transit in Cameron Parish and the Gulf ofMexico. Based on Magnolia's coordination with the U.S.Fish and Wildlife Service, our own analyses, and our recommendations contained in the final EIS, we conclude that the projects may affect, but are not likely to adversely affect the West Indian manatee. We request your concurrence with our determination of effect for this species."
