It must be remembered that Range do not have sole exploration rights for the whole of puntland. Could the division of oil blocks only relate to those areas that were given back from range to the puntland government in 2006.
They mentioned Yusuf showing interest in Nugal area ...didnt he show the chinese this area a while ago(an area that was seperate to the range/AOI concession.) I know these are assumptions, however so are a lot of Garowes as well.
