I find it interesting the number of people who seem to think that is just a matter of FAR deciding that they will preempt and that funding it will be no problem at all.

Just because it's a great deal doesn't mean that funding will be easy to get.

Imagine you know of a great house that's being sold for half of what it's worth. You want to buy it but you have no job and no income. Also the house has been for sale for a while but not getting any good offers. Can you imagine going to the bank and saying I know I can't repay the loan just yet, but in a couple of years I'll have a really great job and a good income. I promise I'll pay it off then. Oh, and in the mean time they're are these improvements I'd like to do so could you please give me the times as much as the purchase price.

I'm not saying it can't be done. Just don't like the assumption that if FAR don't pull it off then management didn't do their job.
