All have access to the Holy Spirit at all times. It's like a light with a dimmer switch. Some choose to leave the switch to off, others leave the room barely illuminated and still others choose to function in the full light. The Holy Spirit is not something that will mysteriously descend upon you, it's ever-present.

The cripple was not crippled of body, rather he walked the path of wrong doing and so was spiritually crippled. All these cures are of the spirit and are acts of turning back on ones connection to the Holy Spirit.

And the speaking all languages is not a case of miraculously knowing a new language, the 120 disciples did not all of an instant know a new language, they knew the common language of the heart. Humans can sense goodness, love, the hearts desire, the disciples spoke the language of the heart.
