In my opinion, they need to take control of the contract tracing system. This seems to be a huge problem in Vic also. The other states are managing their contract tracing quite well, why can't Vic? Then we could open up safely. Andrews knows his gov is failing, and cannot lift restrictions. Oh, also because he is a power crazed maniac too! That has a bit to do with it! lol!
