    The Morrison government's over preoccupation with a surplus to the detriment of areas like R&D grants which are one of the lowest in the world per capita is not giving companies any reason to invest here and is inhibiting innovation and productivity rises.

    The government has to do its bit, not just tell others to do it for them.
