its true that Eskom have adopted a policy of only purchasing coal from suppliers that 50% +1 black shareholding. hence the delay in settling the Kusile PS supply from Anglo's New largo Mine. And is also the rationale for Anglo offering 3 of its Eskom tied collieries on the open market.
There are other IPP applications in the pipeline, I know of at least 5 in the Waterberg as well as a couple in the Witbank area (burning discards). And all of these are in control of their own coal supply.
I was also under the impression that RES had already done the sewage works deal and in fact are busy laying the pipeline from the plant to Boikerabelo!!
