Yes but that is unlikely to happen towie because it is cheaper to simply pay the dole than to create "work for the dole" schemes. The ATSI CDEP schemes are a special case and limited to ATSI people.
As to training our own, this government is more interested in attracting fee paying overseas students than spending money training Australians. Same thing with tradespeople, it's cheaper to poach them from overseas third world countries.
