16 mt only applies to port and rail. Not the mine or processing. They have another $1 bn to spend to double the production from 8 mt to 16 mt. They are currently producing above their annualised rate however you need to see this going for more than a quarter as a good quarter may just be a good quarter without any maintenance or unplanned shutdowns.
