On the basis of actual dilution factors, a 1-for-5 rights issue at $0.45 where the current price is $0.465 is not exactly dilutive. The dilutive factor is 0.9946 because they are not being issued at any real discount to the market price. Of course, it's the market price on the day before the ex-date that counts, not today's price.
