The Government was hesitant to give them the 10ktpa approvals in the first place, until Stage 2 was up and running (albeit not not efficiently yet). Do you think they'll now give them the keys for another 10ktpa without having first seen they can get it constructed at minimum? Obviously your answer is yes, as you never learn from the past - just thinking things will 'be different' moving forward. If only I had a dollar for each time you've thought that.
That's just one part they have to rely on. As mentioned above, funding will be another big hurdle (unless of course their eventual strategic partner is open to funding even further expansions), amongst other things.
Anyhow, looking forward to your worse-case scenarios, might be a bit of a reality check.
