Your view that "the concerns she put forward at that hearing had no basis for contention" may be true - and all of us here agree with you - but the ASLB did not.
Accordingly, the ASLB judges granted the petitioners standing - and all that goes with that. The only question remaining is whether the NRC Commissioners agree with you or the ASLB.
It matters not one bit that you - or any of us - think that the concerns of the petitioners are baseless.
