Well... 10% on top of the 8% discount rate you have already factored in.
So that should be a 10% Net return on equity.
As things stand today, I'd suggest there is still quite a lot of risk of being able to achieve that. However, once process and resource are proven, it would become low risk (and some potential for upside above this) and hence a better investment.
Any investment that provided a 10% Net return at low risk would have a queue around the block of investors I'd suggest.
