Understand your logic Melman, but, I genuinely believe that the workover is a "given" and not "conditional" on the lease renewal. This will be done ASAP and is top priority for TEG as it is "money for jam."
Keeping in mind that the current lease doesn't expire until Feb 2012, "they" are in no hurry to grant the extension, which fits in with "typical" govt dealings in Indonesia (which also has to rubber stamp whatever the local govt grants). But, it would seem that "the process" is well advanced and is just a matter of "form" than content.
Next few anns will all be price sensitive IMO.
