IMO
Usually a capital raise of this amount would lead to a sell off - dilution effect etc...
Key is flexibility of capital inflows as News progresses rather than a huge dilution of shareholders funds at these levels all at once
If good news follows in short term and price and market cap rises accordingly then this flexibility will work well for all
Time for drugs to deliver now
