I don't have the answer to that.
Perhaps that amount owing is for perhaps some preliminary design of the 6Us - however, I am only speculating.
Kudos to you for actually responding with at least a reference to the GOM report, unlike @Senseightnine.

All I can say is that when I had my conversation with about 1 month ago, he was very confident that funding from this CR will be sufficient to cover the costs of the 1st batch.
