I think the arbitration hearing on the preliminary issues in July 2019 could trigger some action.
If WPL/COP are still very confident on their position a non event, but if the scales are going in FAR's favour WPL will want to try for a settlement even at the risk showing their cards.
FID will be imminent around this time also .
