If is a standar thing to dump shares upto the level of the price at which the new shares are issued.
I am a very long term holder and this is one of the most positive news I had since my holding in esi (can't remember from when - say 2010?)
The price will go up in leapes and bounds from now or soon. It will be matter of few days before this issue price is fergotten.
Remember the $300m options by this company practically cannot be sold in the market due to the volume. Hence, the way they may expect to get money is by expecting the share price to be way above 2Cents.
Do your research. Mine is not any advice but just my personal opinion.
