It might pay to read the SIR page on HC, shows that money is now available for funding these type of projects.
Only need to read the top 2 posts.
As SIR has a lot of work to do pre funding Bennet is confident that the $400-500m is there for him.
I believe we are closer and more advanced, however, still have to dot the i's and cross the t's.
