iinet are building their voip network and TLS seem pretty much contained in that if they were to promote voip at this stage they would lose a lot of copper line customers and hence profits at this stage. The problem is that many customers may stay with companies such as iinet and the larger the customer base the more "power" companies like iinet will have in the future.
