This. Is how I see our current position:

From the September 2013 Quarterly Report:
"With the process to produce a high-quality RE intermediate product now well established, the Company is working on the evaluation of processes to isolate cerium and lanthanum from the ‘critical’ rare earths (Pr, Nd, Eu, Dy, Tb, Y). The demand outlook for critical rare earths is strong, with ongoing supply concerns and strong pricing forecasts."

From the Company Announcement, Thursday 5th December, 2013 Technical Update:
"The next stage in the metallurgical development involves reducing the risk (demonstrating the effectiveness) of the refinery flowsheet with continuous pilot plant testwork."
This is the 10X scale ramp-up I discussed in a previous post.

These are the on-going Testwork programs which GME has scheduled for 2014, along with detailed engineering.

As for now, the only thing I can see that needs to be completed before the Exploitation Licence application is the EIS/SIS.
The September 2013 Quarterly Report refers to
"important work programs in Greenland include ongoing environmental baseline monitoring across the broader Kvanefjeld project area."
When this is complete, we should see the EL submitted. Hopefully on schedule this month, but no guarantees on that.
