if share price goes up, does CEO gets the credit? but seriously I don't know if you are being serious . CEO job is also to drum up interest in the stock so the market has a FOMO . nothing to do with any legality , more than supply and demand pushing up the price. The funds on the register all got on because of CR, what about enticing some to buy on market , no why would they , they will just be placed some stock next time around.
