Off the top of my head no I don't know when the legislative council or assembly convene or what is on their agendas. They are published though or least the convening dates are. A phone to WA Parliament could clarify all of this anyway if someone wanted to purse.
Parliamentary process and passing Bills isn't my strength but I will have a crak. I would bet there is a push to try and get it through in the last sessions of both and at least secure agreement of both houses given the media articles and press coverage it is getting. In reality I can't see it getting through both houses so fast as even then there is the drafting of the Bill, its approval, royal ascent and release of the proposed bill and a nominated date for when it becomes an Act of Parliament.
All of that before 11th March? Blimey, big ask. But time of the essence if anyone is up to trying to put a case forward in regards FMS and the elusive way in which BBIG is implying it is part of the proposal where in reality it isn't and it places non-TIO shareholders at the mercy of TIO who also owns the majority of BBIG and is highly dependent on FMS ore to make its project work. In the absence of FMS the BBIG project might not get through FID and leave some very embarrassed pollies in WA.
As for the timing of the FMS Strategic Review and the Elections? I think more coincidence than anything else as it is being led by David McAdam on the Board of FMS and done by an independent party and David McAdam has no connection with TIO. noting there is a nuance in this as well as TIO can say they were hands off of the review process which would be rubbish but they could try it. If there was no State Agreement then the election date wouldn't really come into play.
