If the government truly wishes to achieve that worthy goal, then it needs to have its Uranium Ban Bill, in whatever final form it takes, approved by far more than a measly 16 votes out of 31 (51.6%).
I'd say 24 votes (75%) would be needed.
Unlike you, I'd like to see the White Paper completed and approved prior to the Bill vote, since representatives should be (and would want to be) properly informed before they vote.
There is also the definition of the phrase "broad settlements"...
