Don't think INL has enough shares to be a key stakeholder with 3.1 million they may just squeeze into the Top10.
More than likely they are referring to the creditors and if they are keen to give them some leeway to keep the mine going until metal prices are more favourable and BSM can repay their loans easier.
Maybe even do something like INL did reduce the loan amount with a large stake in the company offered.
