Are temporary (non ice) roads allowed over permafrost and if so do they need 1 to 2 meters thickness of gravel underneath the road to protect the permafrost from melting like for permanent roads on permafrost like for permanent roads otherwise you may get a rig in but not out as the permafrost turns to slush ?
For a 6 meter wide permanent single lane road that would be around 20 tonnes of gravel needed per linear meter or for 80kms :
80,000 M * 20 = 1.6 Million tonnes of gravel needed from Rae to the coast
The gravel 159km road from Inuvik to Tuktoyaktuk put in about 6 years ago cost C 300M from memory , it is 2 lane so around $C 2M a km

Could a considerably cheaper seasonal ice road be put in possibly following a river course ?

in the interim what about use a large helicopter like a chinook or stallion to lift a RC rig in after getting approval ?
