Copper concentrate is often shipped in specialised containers which could be an option depending on export volume. That may negate the need for large sheds.
The photo above is utilising a transhipment type vessel to load an OGV. After looking at the marine chart for Kugluktuk there appears to be a number of suitable deep water locations where a very short finger jetty could be built to find water at depth.
I'm a ships captain and have been involved first hand in developing and facilitating the export of iron ore via transhipment. Avoid double handling bulk cargo where ever possible IMO, it's costly and timely.
The best solution for large export volumes is ofcourse a shed with a ship loader fed via conveyor. However other options are possible.
