I think the key element was the statement that they were going to trial edencrete for new motorway production. That changes it from 25m2 to 100's of m2.
If they can prove that at least the top concrete layer of the roadway can be laid using edencrete without needing reo, then you could lay 100's of meters per day with at least half the labour.
