192,000 jobs added but market reportedly was expecting 200,000 and even 200,000 was meant to be low because of the harsh winter. So it came in below an already low expectation.
Also unemployment rate stayed steady but it was expected to drop a little.

If you read commentary that it was upbeat then that was part of the usual propoganda to make the data look better than it is.
