Unfortunately, the longer it takes, the risk gets greater. Plenty of others that are also racing to expedite their projects. Plus all the alternatives that are starting to gain momentum.
As for another CR, you would be silly to think there won't be another one down the track.
IMO funding won't happen and if we do get a grant from Uncle Joe, it will only be enough to pay the board for another 12 mths. $50M? $100M? Fairyland!
