Actually it's a stealth and very clever move to enter Eastern Europe. Given the EU runs on the same rules, this is the easiest way in, and I could guarantee there's big plans for Western Europe. Basically by buying in anywhere in the EU, you've got a green ticket to operate across the board.
Why would you enter the market at the moist difficult and costly point, when the regulations are the same even if you got in at the other side? I think it's a touch of clever business by Zip IMO.
