No, BHP does not have a rare earths project and really has no need to as the World REE market is small beer compared with a typical BHP project. Maybe that will change in the future as the REE market is predicted to grow quickly. If and when they decide to enter the REE industry I'm sure they'll wait for a project to be completed and then take over the company, rather than develop their own.
