Call me a conspiracy theorist but I feel it is possible to manipulate these things.
For instance, it is possible that Pact could commit to a lease of a new facility with the fitout being completed by the building owner and costs for the fitout represented in the leasing arrangement.
Alternatively, the capex for this build would not be realised by Pact for 1-2 years anyway.
I expect they will continue to bring more and more facilities on line in the coming years.
Whilst these would come out in the wash, it would allow a number of new facilities to be put in the pipeline with minor capex and limited details in the company financials.
