    Let's not forget that TIC was taken over with a settlement of cash and 11,300,000 shares @ $5.3095 ($60M).
    Pact have then not paid them a further $30M in performance bonuses.
    Thus their original shares are now only valued at ~$9.5M.
    They purchased an additional ~11,000,000 @ lets say ~0.84c = $9.25M

    They need a buy out price of ~$3.15 to break even!

    You could factor in the $30M performance into the above, but if i were them i would stick it out.
    They appear confident they will get the $30M. They know the company is solid. They know the upside is there.

    I won't be selling out for <$3.00. This company will boom in the coming years!

    The SP will start moving in the next few months!
