The 4g would be there to cover off all connectivity options. The devices may be going in to areas that aren't fibre connected - in those cases you would use the 4g modem. You certainly wouldn't use a 4g modem if fixed or wired connectivity is available.
The chips are not expensive, so it's smart to remove constraints related to your use cases IMO.
