well I can't see why they would not be viable. The world needs paper and someone has to sell it, it is not clear that PPX has any fundamental strategic disadvantage which would prevent it from making a reasonable rate of return, if adequately managed.
On the other hand, you could study the 20-year history of a business like, for example, Capral, to see what might happen.
