    I think it might have misfired a bit Mike.
    From what I can make of it it was an attempt to divert attention away from itself to the DPP.
    FWA would have known what they were doing but the DPP thwarted there strategy by making a decision so quickly.
    The ball is back in their court to explain their procedures.
