The way I read it, the FWA report is just an account, a recording document. It has no legal force, it is not a prosecutable instrument. It is little more than what a journalist might write if he was au fait with the whole story.
There are no charges laid, and none imminent that I can see. Justice is not being done, and neither is it seen to be done.
Just a huge waste of money, time and resources. A crock in other words.
