I just look at: which pits have been mined then closed on purpose (most of them, I think).
A-pit remained upon upon closure (so this is likely the best location under the current scenario - considering striping/grade/remaining ore of all pits). So I imagine C was good grade, but mostly mined (and full of water). It would still have ore, but deeper or lower grade, so it would be a possibility to re-open if going underground or if A started to run low, making C's remaining ore look more appealing.
It's hard to judge what has been mined or not though. But Quartz is the stand-out (a big withheld portion of A-main, having grades from 10 years back?), and surrounding walls of A-East/A-North (now able to expand depth/width, into Quartz direction).
Even now - they will direct waste to the tailings dam wall, low grade to stockpiles, and better grade to the plant. I imagine that's what happened previously, so stockpiles is the low grade from previous years.
