    i actually understood that. and he is right - its called soft law. in simple terms it is the application of frames of reference, resolutions and recommendations etc that are made in treaties compacts etc and applied to local law without actually first legislating. the requirement of having a female present at every peace conference is one example. ever thought why we have female defence ministers?
