"Operator" is really another name for "Project Manager" for the JV. You don't have to be owner to be a "Project Manager", although you would have probably a bigger say in day to day technical runnings. Major decisions I would say is still via JV vote.
The approval has not created any hold ups (even PE is still there) for the project.
I do wish that FAR would be more open though. Mind you this could also be under the advice of our Houston eagles. To say and do nothing that is. Now I get the feeling
that the PE could be before the 12 months predicted by FAR. #@$% !
