Hussy im saying its both. We have seen massive walls on the buy side propping up the price (much higher then I have ever seen for PEN). I don't see how this can possibly be retail investors only. It seems almost like a handshake deal. Somebody here recently stated that the average price of the share placement in Oct was .019 . If thats the case then u can see how 2 parties could come to this happy unofficial agreement. One with a small safe profit, the the other at all time lows.

Just a theory, I'm sure they have timed it to b complete by march ;)
