I don't know Cherrybar I think Elee makes a reasonable point. The government has a responsibility to put together schemes whether administered directly or indirectly which cannot be easily over-exploited or raided for cash in the first place. If its there for the taking it will be taken. The rules were initially too slack and I expect that plenty of people in government would have known that even before the sector took off.
