Elee makes a reasonable point. If government wish to fund schemes, government bares responsibility to design and implement good schemes and select good players who will actually make it work. Rules and compliance were not formulated here or administered properly early enough. I expect plenty within government could see this was going to happen but OPM who gives a damn.
