Well, the seller has a automatic selling order in place. Whenever the volume comes lower than certain level it would load it again.
Majority of today's buy/sell done by the same broker (crossings). So who knows what is going on. Also the market depth could be loaded at 18 and 17.5 by perhaps the same seller.
