Manipulation at its best. Some one has just placed a ridiculous sell order at 11 cents and of course the top buy bid sits at18.5 cents for 18000 shares. If someone placed an order to sit at the top of that bidding , say 19 cents they would capture those 11 cents shares first, a bargain. What’s the bet if you did that two things would occur, that sell would quickly disappear before opening or a new 18000 bid above your 19 cents would appear to keep that low value in place to panic people that a collapse is occurring. Just musing of course but their intentions are blatantly obvious they are becoming desperate to reel in many more shares.
